Begin Healthcare IT adoption today!

You've likely heard that Congress passed a Medicare bill this year that includes incentives for physicians who use e-prescribing starting in 2009, as well as eventual penalties for physicians you fail to adopt this technology. While the bulletpoints below aren't intended to be comprehensive, they should provide you with some specifics to help you learn more.

Early ePrescribing adopters are eligible for the following incentives through the Medicare Improvements for Patients and Providers Act (MIPPA) for the next 5 years:

  • 2009 and 2010: 2% of the payments for all services that you received from Medicare
  • 2011 and 2012: 1% of the payments for all services that you received from Medicare
  • 2013: 0.5% of the payments for all services that you received from Medicare
  • Providers who fail to adopt an ePrescribing product by 2012 will have their Medicare payments reduced as follows:
  • 2012: 1% of the payments for all services that you received from Medicare
  • 2013: 1.5 % of the payments for all services that you received from Medicare
  • 2014 and beyond: 2 % of the payments for all services that you received from Medicare
  • To be eligible for incentives:

  • 10% of the group's patient population has to be Medicare. (Average over the year)
  • At least 50% of Medicare prescriptions that can be sent electronically are sent electronically. (Controlled substances don't count for or against because they are not eligible; rural providers with no internet access are exempted.)
  • eRx product must be certified under Part-D by HHS. (NetPracticeERX meets all current standards and will be kept in compliance as additional standards become mandatory.)
  • Only applies to prescriptions for patients over 18 years old
  • Unless E&M services account for less than 10% of your annual total allowed Medicare charges, providers are eligible to receive a bonus that is based on total Part B payment, not just E & M.
  • View this handout for more details.
  • Additional details:
  • Although the money received as a result of incentives will vary and depends upon all Medicare Part-B billings, the estimate is between $1500 and $2000 per provider.
  • Remember, physicians can start at any time. The sooner a physicians signs up for an eRx product, the greater chance he or she has of being able to send 50% of eligible prescriptions electronically. Starting later will require physicians to send a greater overall percentage of their prescriptions electronically throughout the end of the year in order to end up sending at least 50% electronically and thus get the 2% reimbursement for 2009.
